Background

Valero is headquartered in San Antonio, Texas and is the largest producer of refined products in the United States. The company operates seventeen refining plants internationally with a combined capacity of 3.3 million barrels per day.

The Port Arthur refinery became a Datacor customer in 2001. The implementation addressed two distinct operational problems: a chronic data integrity issue that was consuming weekend chemist time every week, and a product shipment bottleneck that was costing the facility hundreds of thousands of dollars in demurrage fees.

The Problem: Data Integrity

Before BLISS, the Port Arthur lab operated on a proprietary UNIX-based system running off a VAX server. The system had a fundamental flaw in how sample data was handled: if a technician entered an eight-digit sample number incorrectly alongside test results, the data became permanently irretrievable. There was no error correction, no recovery path, and no way to associate the results with the correct sample after the fact.

This happened an average of five times per day. The lab referred to it internally as "crazy data."

The operational response was to schedule plant chemists to come in every Saturday and Sunday to manually review the previous week's lab data, identify the errors, and attempt to reconcile what could be salvaged. It was a recurring cost in time and personnel that existed entirely to manage a system deficiency.

After BLISS implementation, data errors dropped from five per day to five per year. The weekend grading sessions were eliminated.

The Problem: Shipment Delays

The second problem was more expensive. To ship finished product, the Port Arthur facility schedules transport time on barges and ocean-going vessels. That time is paid for whether the vessel is in use or sitting at the dock waiting on product release. Large ocean-going vessels can run thousands of dollars per hour at dock. If a delay causes a vessel to miss its next scheduled pickup, the facility pays demurrage fines on top of the extended usage fees.

Product release depends on laboratory results. If a sample is delayed, misrouted, or lost in transit between the satellite lab and the main lab, the entire shipment timeline is at risk and the clock is running.

What Changed

Datacor's Professional Services team developed a custom tracking script that monitors samples from the satellite lab to the main lab. If a sample has not been received at the main lab within a defined timeframe, an automated alert is sent to the on-call chemist by email and text. If the tank final is not completed within a subsequent timeframe, a second alert goes out. The chemist knows immediately when something is off, before a vessel is sitting at the dock waiting.

That script alone has saved the Port Arthur facility hundreds of thousands of dollars.

Data Access Beyond the Lab

The Port Arthur facility also deployed BLISS to extend lab data access beyond the laboratory without requiring client software installation or maintenance on remote workstations. Lab personnel use the interface throughout the day. Decision makers outside the lab rely on remote access as a core part of their daily workflow.
